The goal of One Laptop Per Child (OLPC) project is to provide the world’s poorest children a low cost but efficient technology that could be used in their education.

does not directly donate tablet or laptop computers, but instead works with
other non-profit and governmental organizations to make educational

Conclusion:
Not yet. It's on the way to success. In fact the organization has distributed 2.5 million of its specially designed XO laptops to children in 60 countries and the XO Tablet extends that experience into a modern tablet form factor.
